A.A driver training school shall maintain all student records, business records, and other records, as required by the Department, at its established place of business. The Commissioner may, on written request from a driver training school, permit records to be maintained at a location other than the established place of business for good cause shown. All records shall be preserved in original form or in film, magnetic, electronic, or optical media, including microfilm or microfiche, for a period of three years in a manner that permits systematic retrieval. All records required to be maintained by the provisions of this section or by regulation shall be available to the Commissioner or his agents during regular business hours or at any other reasonable time, as determined by the Commissio
