Whenever a vehicle is shown by the Department records to be owned by a person who has indicated that he is on active military duty or service, the Department shall include such information in response to requests for vehicle information pursuant to the requirements of this chapter. Notwithstanding any provisions of this chapter, any person disposing of a vehicle under the provisions of this chapter shall determine whether the provisions of the federal Servicemembers Civil Relief Act (50 U.S.C. § 3901 et seq.) (the Act) apply to the circumstances of such disposition.
