The Board of Education shall consist of nine members appointed by the Governor, at least two of whom shall represent business and industry in the private sector in the Commonwealth, and of the nine members at least five shall reside in different superintendent's regions in the Commonwealth. The Governor shall consider appointing one member with expertise or experience in local government leadership or policymaking, one member with expertise or experience in career and technical education, and one member with expertise or experience in early childhood education. Every appointment to the Board shall be for a term of four years, except that appointments to fill vacancies other than by expiration of term shall be for the unexpired terms.
