As used in this article, unless the context requires a different meaning: "Authority" means the Commonwealth of Virginia Innovation Partnership Authority. "Board" means the board of directors of the Authority. "Founder" means a person who founds a company. "Founder-friendly" means policies related to the transactional process of the development of technology, from research to commercialization, that are fair, transparent, and designed to enable the success of an inventor and business owner as the business grows. "Index" means the Virginia Innovation Index.
