(1)As used in this section:
(1)(a) "ABLE account" means an Achieving a Better Life Experience account.
(1)(b) "Custody of the department" means the legal custody of the department.
(1)(c) "Department" means the same as that term is defined in Section 80-1-102, or one of the department's divisions, offices, or institutions.
(1)(d) "Federal benefit" means a benefit administered by the United States Social Security Administration, the United States Department of Veterans Affairs, or the United States Railroad Retirement Board.
(1)(e) "Maintenance cost" means a payment to a foster parent, kin, or other caregiver for the costs of providing a minor with food, clothing, housing, daily supervision, personal incidentals, and transportation.
(1)(f) "Minor beneficiary" means a minor:
