Text
(1)A council:
(1)(a) is a public body as defined in Section 52-4-103 and shall comply with Title 52, Chapter 4, Open and Public Meetings Act; and
(1)(b) shall comply with Title 63G, Chapter 2, Government Records Access and Management Act.
(2)A member of a council may not receive compensation or benefits for the member's service, but may receive per diem and travel expenses in accordance with:
(2)(a) Section 63A-3-106;
(2)(b) Section 63A-3-107; and
(2)(c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and 63A-3-107.
(3)Creation of the state council or a local council does not:
(3)(a) supersede, usurp, or replace any other watershed oriented organization within the relevant watershed unless otherwise agreed upon by the watershed oriented organization; or
