(1)(1)(a) The department may contract with a contractor to finance, acquire, construct, lease, or provide full or partial correctional services.
(1)(b) A contractor may only house an inmate for federal immigration detention or civil detention. The department may not contract with a contractor to house an inmate for any other purpose.
(2)Before entering into a contract, the department shall:
(2)(a) hold a public hearing within the county or municipality where the facility is to be sited for the purpose of obtaining public comment;
(2)(b) give consideration to the input received at the public hearing when making decisions regarding the awarding of a contract and the contract process; and
(2)(c) have received written notification from the legislative body of the municipality or county where
