Text

(1)A procurement unit:
(1)(a) shall accept proposals as provided in the request for proposals;
(1)(b) may not open a proposal until after the deadline for submitting proposals; and
(1)(c) may not disclose the contents of a proposal to the public or to another offeror, except as provided in Subsection 63G-2-305(6).
(2)A person who submits a proposal may not, after the deadline for submitting proposals, make a change to the proposal if the change is prejudicial to:
(2)(a) the interest of the procurement unit; or
(2)(b) fair competition.
