§ 63G-12-401 — Creation of identity documents -- Issuance to citizens, nationals, and legal permanent resident aliens -- Exceptions.

(1)The following entities may create, publish, or otherwise manufacture an identification document, identification card, or identification certificate and possess an engraved plate or other device for the printing of an identification document:
(1)(a) a federal, state, or local government agency for employee identification, which is designed to identify the bearer as an employee;
(1)(b) a federal, state, or local government agency for purposes authorized or required by law or a legitimate purpose consistent with the duties of the agency, including such documents as voter identification cards, identification cards, passports, birth certificates, and Social Security cards; and
(1)(c) a public school or state or private educational institution to identify the bearer as an administrator, fac
