(1)(1)(a) The commission may conduct an investigation if the commission determines an investigation:
(1)(a)(i) is necessary to secure compliance with this title or with an order of the commission;
(1)(a)(ii) is in the public interest; or
(1)(a)(iii) should be made of any act or omission to act, or of anything accomplished or proposed, or of any schedule, classification, rate, price, charge, fare, toll, rental, rule, regulation, service, or facility of any public utility.
(1)(b) If the commission conducts an investigation under Subsection (1)(a), the commission may:
(1)(b)(i) establish a time and place for a hearing;
(1)(b)(ii) provide notice to the public utility concerning the investigation; and
(1)(b)(iii) make findings and orders that are just and reasonable with respect to the investi
