(1)A degree-granting institution has a board of trustees that may act on behalf of the degree-granting institution in performing duties, responsibilities, and functions as may be specifically authorized to the board of trustees by the board or by statute.

(2)A board of trustees of a degree-granting institution has the following powers and duties:

(2)(a) to facilitate communication between the degree-granting institution and the community;

(2)(b) to assist in planning, implementing, and executing fund raising and development projects aimed at supplementing institutional appropriations;

(2)(c) to perpetuate and strengthen alumni and community identification with the degree-granting institution's tradition and goals;

(2)(d) to select recipients of honorary degrees; and

(2)(e) to approve cha

(3) A board of trustees of a degree-granting institution shall:
(3)(a) approve a strategic plan for the degree-granting institution that is aligned with:
(3)(a)(i) state attainment goals;
(3)(a)(ii) workforce needs;
(3)(a)(iii) board goals and metrics described in Section 53H-1-203; and
(3)(a)(iv) the degree-granting institution's role, mission, and distinctiveness; and
(3)(b) monitor the degree-granting institution's progress toward achieving the strategic plan.
