(1)A home-produced pet treat:
(1)(a) is exempt from Subsections (2), (4), (5)(a), and (6)(a); and
(1)(b) is required to comply with Section 4-12-105.5.
(2)(2)(a) A person may not distribute a commercial feed in this state without a registration from the department.
(2)(b) Except as provided by Subsection (4)(a), a person shall apply for a registration from the department for each brand name of commercial feed by:
(2)(b)(i) submitting forms prescribed and furnished by the department; and
(2)(b)(ii) paying an annual registration fee, determined by the department pursuant to Subsection 4-2-103(2).
(2)(c) Upon receipt of the appropriate application forms and fee payment, the commissioner shall issue a registration to the applicant allowing the applicant to distribute the registered commerci
