Text

(1)An authority has perpetual succession and all the powers necessary to carry out the purposes of this part.
(2)An authority may:
(2)(a) sue and be sued;
(2)(b) have a seal and alter it;
(2)(c) make and execute contracts and other instruments necessary to the exercise of its powers;
(2)(d) make, amend, and repeal bylaws and rules;
(2)(e) within its area of operation, prepare, carry out, and operate projects and provide for the acquisition, construction, reconstruction, rehabilitation, improvement, extension, alteration or repair of any project;
