(1)As used in this section:
(1)(a) "Secretary" means the secretary of the United States Department of Health and Human Services.
(1)(b) "Section 1332 waiver" means a waiver for state innovation under 45 C.F.R. Part 155, Subpart N.
(2)The commissioner shall conduct a study to determine the feasibility of a state-based program designed to:
(2)(a) lower health benefit plan insurance premiums; and
(2)(b) increase stabilization in the market.
(3)The commissioner, in the study described in Subsection (2), shall create a proposal for a Section 1332 waiver that includes:
(3)(a) a list of provisions the state should seek to waive and the rationale for waiving each provision;
(3)(b) data, assumptions, targets, and other information sufficient to determine that the proposed waiver will provide cov
