(1)As used in this section:
(1)(a) "Division" means the Division of Air Quality created in Section 19-1-105.
(1)(b) "Major halogen source" means a facility, building, structure, or installation that has the potential to emit 3,000 tons or more of a halogen per year from the smelting, mining, or extracting of magnesium.
(2)(2)(a) The division may complete a best available control technology emissions reduction plan to reduce halogen emissions for all major halogen sources.
(2)(b) The division may require an operating major halogen source to implement a plan described in Subsection (2)(a) with an implementation date determined by the division.
