(1)(1)(a) Except as provided in Subsection (1)(b), each member of an administrative control board shall be:
(1)(a)(i) a registered voter within the special service district;
(1)(a)(ii) an officer or employee of the county or municipality that created the special service district; or
(1)(a)(iii) an owner of land, or an agent or officer of the owner of land, located within the special service district that receives, or intends to receive, service from the special service district, if:
(1)(a)(iii)(A) at least 60% of the residences within the special service district are seasonally occupied homes; or
(1)(a)(iii)(B) more than 50%, but less than 60%, of the residences within the special service district are seasonally occupied homes, if the number of members appointed under this Subsection (1)
