(1)(1)(a) Except as provided in Subsection (1)(b), within 30 days after it is approved by the board, and at least 30 days before the board adopts a final budget, the board of each special district with an annual budget of $50,000 or more shall send a copy of its tentative budget and notice of the time and place for its budget hearing to:
(1)(a)(i) each of its constituent entities that has in writing requested a copy; and
(1)(a)(ii) to each of its customer agencies that has in writing requested a copy.
