(1)(1)(a) No later than 90 days after the public hearing under Section 17B-1-508, or, if no hearing is held, within 90 days after the filing of a petition under Section 17B-1-504, the board of trustees of the special district in which the area proposed to be withdrawn is located shall adopt a resolution:
(1)(a)(i) approving the withdrawal of some or all of the area from the special district; or
(1)(a)(ii) rejecting the withdrawal.
(1)(b) Each resolution approving a withdrawal shall:
(1)(b)(i) include a legal description of the area proposed to be withdrawn;
(1)(b)(ii) state the effective date of the withdrawal; and
(1)(b)(iii) set forth the terms and conditions under Subsection (5), if any, of the withdrawal.
