(1)The commission:
(1)(a) is responsible for carrying out the provisions of this chapter; and
(1)(b) shall make necessary rules and regulations to govern the merit system in accordance with this part, including:
(1)(b)(i) adopting merit rules regarding:
(1)(b)(i)(A) appointments and registers;
(1)(b)(i)(B) examinations;
(1)(b)(i)(C) promotions;
(1)(b)(i)(D) reassignments;
(1)(b)(i)(E) reappointments;
(1)(b)(i)(F) disciplinary grievance procedures;
(1)(b)(i)(G) administrative reviews;
(1)(b)(i)(H) recognition of the equivalency of another merit system for the purpose of appointing a peace officer from another agency; and
(1)(b)(i)(I) reductions in force;
(1)(b)(ii) adopting a rule regarding the preparation of a job classification plan; and
(1)(b)(iii) adopting rules necessary for the effic
