Text
(1)The commission shall be responsible for:
(1)(a) implementing this part; and
(1)(b) making all necessary rules:
(1)(b)(i) not in conflict with this part; and
(1)(b)(ii) as may be necessary to implement this part.
(2)The commission shall make a rule for an activity within the purpose and spirit of this part that:
(2)(a) the commission deems necessary and proper; and
(2)(b) is not specifically provided by this part.
