(1)(1)(a) A county executive shall:
(1)(a)(i) create an office of personnel management, administered by a director of personnel management; and
(1)(a)(ii) ensure that the director is an individual with proven experience in personnel management.
(1)(b) Except as provided in Subsection (2), the director position shall be:
(1)(b)(i) a merit position; and
(1)(b)(ii) filled as provided in Subsection (1)(c).
(1)(c) Except as provided in Subsection (2), the council shall:
(1)(c)(i) advertise and recruit for the director position in the same manner as for other merit positions;
(1)(c)(ii) select three names from an eligible list; and
(1)(c)(iii) submit those names as recommendations to the county legislative body.
