Text
(1)No county officer or county employee may make any expenditure or encumbrance in excess of the total appropriation for any department.
(2)Any obligation that is contracted by a county officer or county employee in excess of the total departmental appropriation is:
(2)(a) the personal obligation of the officer or employee; and
(2)(b) unenforceable against the county.
