Sec. 121.306. POLLUTION OR PUBLIC SAFETY ADMINISTRATIVE PENALTY: PAYMENT OF PENALTY.

(a)Not later than the 30th day after the date the railroad commission's decision or order imposing an administrative penalty becomes final as provided by Section 2001.144 , Government Code, the gas utility charged with the violation shall:
(1)pay the penalty in full; or
(2)if the gas utility seeks judicial review of either the amount of the penalty or the fact of the violation, or both:
(A)pay the penalty to the railroad commission for placement in an escrow account; or
(B)except as provided by Subsection (b), give to the railroad commission a supersedeas bond, in the amount of the penalty and in the form approved by the railroad commission, to stay the collection of the penalty until all judicial rev
