Sec. 8513.0403. NOTICE OF RULE PROVIDING PENALTY.

(a)If the authority adopts a rule that provides a penalty, the authority must publish a substantive statement of the rule and the penalty once a week for two consecutive weeks in a newspaper of general circulation in each county in which the rule applies.
(b)The substantive statement must be as condensed as possible so that the act prohibited by the rule can be easily understood.
(c)The substantive statement may include notice of any number of rules.
(d)The notice must state that:
(1)a person who violates the rule is subject to a penalty; and
(2)the rule is on file in the authority's principal office, where the rule may be read by any interested person.
(e)A rule takes effect on the fifth day after the date of the second publication
