Sec. 8513.0312. POWERS RELATING TO SOIL CONSERVATION.

(a)The authority may act as a local sponsoring agent for or otherwise aid and supplement upstream soil and water conservation and flood prevention projects authorized by a state or federal agency in conjunction with a soil and water conservation district.
(b)The authority may make arrangements satisfactory to the United States Secretary of Agriculture to defray the cost of maintaining or operating a project under Subsection (a). An arrangement made under this section must be in accordance with regulations presented by the secretary of agriculture.
(c)Any portion of the total construction costs of a project described by Subsection (a) allocable to flood control or soil conservation shall be paid for or financed by money originating in
