Sec. 8508.0117. GENERAL CONTRACT POWERS.

(a)The authority may enter into a contract or execute an instrument that is necessary or convenient for the exercise of its powers, rights, duties, and functions or the accomplishment of its purposes.
(b)Notwithstanding any other law, the authority may:
(1)undertake and carry out an activity that is related to or necessary in carrying out or performing a power or function of the authority;
(2)enter into a contract, loan agreement, lease, or installment sales agreement;
(3)acquire, purchase, construct, own, operate, maintain, repair, improve, or extend, or loan, lease, sell, or otherwise dispose of, including by such methods as a loan payment, rental, sale, or installment sale, as the parties may agree, any facility, plant, building, structure,
