Sec. 8501.901. CHAPTER AS FULL AUTHORITY; OTHER STATUTES NOT APPLICABLE.

(a)This chapter, without reference to other statutes of this state, is full authority for the authorization and issuance of an obligation under this chapter and for the accomplishment of all actions authorized by this chapter. No other proceedings are necessary.
(b)A statute of this state does not apply to a proceeding or other act under this chapter if the statute:
(1)relates to:
(A)the authorization or issuance of obligations;
(B)the operation or maintenance of an improvement or facility;
(C)the grant of a franchise or permit; or
(D)the right to an election or referendum petition; or
(2)in any way impedes or restricts the implementation of the acts authorized under this chapter.
