Sec. 3897.110. ROAD DISTRICT POWERS; EXCEPTION.

(a)Except as provided by Subsection (b) and Section 3897.117 , the district has the powers provided by the general laws relating to road districts and road utility districts created under Section 52 (b), Article III, Texas Constitution, including Chapter 441 , Transportation Code.
(b)The district may exercise any power granted by this chapter and by Chapter 441 , Transportation Code, without regard to any provision or requirement of, or procedure or maintenance tax rate limitation prescribed by, Chapter 441 , Transportation Code.
