Sec. 651.1525. EARLY PARTICIPATION IN RULEMAKING PROCESS; GUIDELINES.
(a)Before publishing a proposed rule for public comment, the commission shall seek advice and opinions from persons who will be most affected by the rule. At a minimum, those persons must include consumer groups and trade associations that represent persons from each group regulated by the commission, including funeral directors and crematory operators.
(b)The commission shall develop guidelines to implement this section. The guidelines must establish a method to determine who will be most affected by a proposed rule.
