Sec. 91.659. CERTIFICATE OF COMPLETION.

(a)If the commission determines that a person has successfully completed a voluntary cleanup approved under this subchapter, the commission shall certify that the action has been completed by issuing the person a certificate of completion.
(b)The certificate of completion must:
(1)acknowledge the protection from liability provided by Section 91.660 ;
(2)indicate the proposed future land use; and
(3)include a legal description of the site and the name of the site's surface and mineral owner and mineral operator at the time the application to participate in the voluntary cleanup program was filed.
(c)If the commission determines that the person has not successfully completed a voluntary cleanup approved under this subchapter, the commission shall
