Sec. 241.036. APPEAL TO BOARD.
(a)A decision of the administrative agency made in its administration of an airport zoning regulation may be appealed to the board of adjustment by:
(1)a person who is aggrieved by the decision;
(2)a taxpayer who is affected by the decision; or
(3)the governing body of a political subdivision or a joint airport zoning board that believes the decision is an improper application of the airport zoning regulation.
(b)The appellant must file with the board and the administrative agency a notice of appeal specifying the grounds for the appeal. The appeal must be filed within a reasonable time as determined by the rules of the board. On receiving the notice, the administrative agency shall immediately transmit to the board all the papers constituting the record
