Sec. 1551.405. EMPLOYEES' HEALTH CARE STABILIZATION TRUST FUND.

(a)The employees' health care stabilization trust fund is a fund in the state treasury.
(b)The board of trustees shall administer the fund.
(c)The following shall be credited to the fund:
(1)money transferred to the fund at the direction of the legislature; and
(2)gifts and grants contributed to the fund.
(d)In administering the fund, the board of trustees shall make investments in a manner that preserves the purchasing power of the fund's assets.
(e)Money in the fund may not be spent for any purpose, except that the interest and investment returns of the fund may be appropriated only to stabilize the cost of state and participant contributions for health benefit coverage under this chapter by minimizing to the greatest
