Sec. 361.503. COMMISSION PLANS.

(a)Consistent with state and federal regulations, to achieve the policies stated in Section 361.502 , the commission by rule shall, to the maximum extent that is technologically and economically feasible:
(1)develop plans to reduce the release of pollutants or contaminants into the air;
(2)develop plans to reduce the release of pollutants or contaminants into water; and
(3)establish reasonable goals for the reduction of the volume of hazardous waste generated in the state and the amount of pollutants and contaminants using source reduction and waste minimization.
(b)The commission by rule shall develop a list of pollutants or contaminants and the level of releases of those pollutants or contaminants subject to source reduction and waste minimization pla
