Sec. 22.019. DUE PROCESS PROCEDURES.

(a)The commission and the department may not retroactively apply a rule, standard, guideline, or policy interpretation under this title.
(b)Any changes in agency policy shall be adopted in accordance with the rulemaking provisions of Chapter 2001 , Government Code. Periodic bulletins and indexes shall be used to notify contractors of changes in policy and to explain the changes. A change in agency policy may not be adopted if it takes effect before the date on which contractors are notified as prescribed by this subsection.
(c)The executive commissioner shall adopt a rule requiring the commission or the department, as applicable, to respond in writing to each written inquiry from a contractor under this title not later than the 14th day after the dat
