Sec. 112.042. DEFINITIONS. In this subchapter:

(1)"Commission" means the Health and Human Services Commission. (1-a) "Developmental disability" means a severe, chronic disability that:
(A)is attributable to a mental or physical impairment or to a combination of a mental and physical impairment;
(B)is manifested before a person reaches the age of 22;
(C)is likely to continue indefinitely;
(D)results in substantial functional limitations in three or more major life activities, including:
(i)self-care;
(ii)receptive and expressive language;
(iii)learning;
(iv)mobility;
(v)self-direction;
(vi)capacity for independent living; and
(vii)economic sufficiency; and
(E)reflects the person's needs for a combination and sequence of special interdisciplinary or generic care, treatment, or o
