Sec. 772.013. COMPLEX EMERGENCY RESPONSE AND INVESTIGATION PLANNING FOR DEPARTMENT OF PUBLIC SAFETY AND CERTAIN POLITICAL SUBDIVISIONS.
(a)In this section:
(1)"Department" means the Department of Public Safety.
(2)"First responder" means:
(A)a peace officer described by Article 2A.001 , Code of Criminal Procedure;
(B)an individual included as fire protection personnel by Section 419.021 ; and
(C)an individual included as emergency medical services personnel by Section 773.003 ,

Sec. 772.013. COMPLEX EMERGENCY RESPONSE AND INVESTIGATION PLANNING FOR DEPARTMENT OF PUBLIC SAFETY AND CERTAIN POLITICAL SUBDIVISIONS. (a) In this section:
(1) "Department" means the Department of Public Safety.
(2) "First responder" means:
(A) a peace officer described by Article 2A.001 , Code of Criminal Procedure;
(B) an individual included as fire protection personnel by Section 419.021 ; and
(C) an individual included as emergency medical services personnel by Section 773.003 , Health and Safety Code.
(b) To prepare for complex responses to and investigations of emergencies that require mutual aid and support from more than one governmental entity, the department shall consult with the sheriff of each county in which a primary or secondary school facility is located to determine which governmental entities that employ a first responder are reasonably likely, in the sheriff's opinion, to respond to an active shooter incident at one of those facilities.
(c) The department, each sheriff described by Subsection (b), and each governmental entity identified by the sheriff under that subsection shall collectively participate in:
(1) a multiagency tabletop exercise at least once each odd-numbered year; and
(2) an in-person drill at least once each even-numbered year.
(d) The department shall invite any appropriate federal agency to participate in an exercise described by Subsection (c).

Sec. 772.013. GRANT PROGRAM FOR CERTAIN PEACE OFFICERS WITH MASTER PROFICIENCY CERTIFICATE. (a) In this section:
(1) "Criminal justice division" means the criminal justice division established under Section 772.006 .
(2) "Law enforcement agency" means an agency of this state or an agency of a political subdivision of this state authorized by law to employ peace officers.
(3) "Peace officer" means a person elected, employed, or appointed as a peace officer under Article 2A.001 , Code of Criminal Procedure, or other law.
(b) From money appropriated specifically for that purpose, the criminal justice division may establish a grant program for the public purpose of fostering the professional development of peace officers employed in this state.
(c) To be eligible for a grant under this section, a person must:
(1) hold a master proficiency certificate issued by the Texas Commission on Law Enforcement under Section 1701.402 , Occupations Code;
(2) be employed on a full-time basis as a peace officer by a law enforcement agency; and
(3) meet any other eligibility criteria established by the criminal justice division.
(d) Only the following persons may apply for a grant under this section:
(1) a law enforcement agency on behalf of an employee of the agency who meets the eligibility criteria for a grant under this section; or
(2) a person who meets the eligibility criteria for a grant under this section with the consent of the person's employing law enforcement agency.
(e) The criminal justice division may award a grant under this section only to a law enforcement agency. The law enforcement agency may use the money only to increase the compensation of the employee who applied for the grant or for whom the agency applied for the grant.
(f) If the grant program is established under Subsection (b), the criminal justice division shall establish procedures for:
(1) processing grant applications in addition to any other application procedures prescribed by this section;
(2) evaluating grant applications; and
(3) monitoring the use of a grant awarded under the program and ensuring compliance with any condition of a grant.
(g) The criminal justice division shall award grants under this section in an amount equal to $6,500 for each award.
(h) A grant awarded under this section may not be awarded to the same person more than one time.

Sec. 772.013. GRANT PROGRAM TO EQUIP VEHICLES USED BY PEACE OFFICERS WITH BULLET-RESISTANT COMPONENTS. (a) In this section:
(1) "Criminal justice division" means the criminal justice division established under Section 772.006 .
(2) "Law enforcement agency" means an agency of the state or an agency of a political subdivision of the state that is authorized by law to employ peace officers.
(3) "Peace officer" means an individual elected, appointed, or employed to serve as a peace officer for a governmental entity under Article 2A.001 , Code of Criminal Procedure, or other law.
(b) The criminal justice division shall establish and administer a grant program to provide financial assistance to a law enforcement agency to purchase and install motor vehicles used by peace officers of the law enforcement agency in discharging the officers' official duties with bullet-resistant windshields, side windows, rear windows, and door panels.
(c) The criminal justice division shall establish:
(1) eligibility criteria for grant applicants;
(2) grant application procedures;
(3) guidelines relating to grant amounts;
(4) procedures for evaluating grant applications; and
(5) procedures for monitoring the use of a grant awarded under the program and ensuring compliance with any conditions of a grant.
(d) A law enforcement agency receiving a grant under this section must, as soon as practicable after spending the grant money, provide to the criminal justice division proof of purchase and installation, as applicable, of bullet-resistant windshields, side windows, rear windows, or door panels.
(e) The criminal justice division may use any available money to implement this section.
