Sec. 654.061. CONSTRUCTION WITH OTHER LAWS.
(a)This chapter does not affect the authority of a governing body or a chief executive of an agency under another law to employ persons or promote or dismiss employees.
(b)This chapter does not authorize an increase in the number of positions in an agency or the amount of appropriations to an agency set by the General Appropriations Act.
