Sec. 49.351. COMMISSIONER ORDER. If the commissioner is required under Section 49.004 to order the consolidation of districts, the consolidation is governed by this subchapter. The commissioner's order shall be effective on a date determined by the commissioner, but not later than the earliest practicable date after November 8.
