Sec. 31.076. RULES; FINALITY OF DECISIONS.

(a)The commissioner may adopt rules necessary to implement this subchapter.
(b)A decision made by the commissioner under this subchapter is final and may not be appealed. SUBCHAPTER C. LOCAL OPERATIONS
