Sec. 29.010. GENERAL SUPERVISION AND COMPLIANCE.
(a)The agency shall develop and implement a comprehensive system for monitoring school district compliance with federal and state laws relating to special education. The monitoring system must include a comprehensive cyclical process and a targeted risk-based process. The agency shall establish criteria and instruments for use in determining district compliance under this section.
(a-1) As part of the monitoring system, the agency may require a school district to obtain specialized technical assistance for a documented noncompliance issue or if data indicates that technical assistance is needed, such as an incident involving injury to staff or students by a student receiving special education services or data indicating an excessive number
