Sec.

3.EQUAL RIGHTS. All freemen†, when they form a social compact, have equal rights, and no man, or set of men, is entitled to exclusive separate public emoluments, or privileges, but in consideration of public services. (Feb. 15, 1876.) † The language of this provision is identical to the language of the official legislative measure that originally proposed the provision.
