(a)If a majority of the landowners voting in the election provided in §§ 69-6-106 - 69-6-110 vote in favor of the organization and creation of the district, the Tennessee soil and water conservation commission shall issue a charter for the district in the same manner as other general welfare corporation charters are issued under the laws of this state.

(b)The form of the charter shall be substantially as follows: State of Tennessee-Charter of IncorporationBe it known that (here fill this blank with the names of the board of directors) are hereby constituted a body politic and corporate, by the name and style of (here fill in the name of the watershed district), which shall have all the powers conferred by the Watershed District Act of 1955.
