Text
(a)The purpose of this part is to:
(1)Facilitate statewide compliance with state and federal water quality standards;
(2)Provide local governments in the state with low-cost financial assistance relative to necessary wastewater facilities through the creation of a self-sustaining revolving loan program so as to improve and protect water quality and public health; and (3) Establish fiscal self-sufficiency of wastewater facilities.
(b)It is intended that the revolving loan program be used in coordination with state and federal assistance programs.
