(a)There is established within the general fund a special agency account to be known as the Tennessee environmental protection fund, hereinafter referred to in this chapter as the "fund." (b) (1) Notwithstanding any law to the contrary, there shall be deposited in the fund all fees, civil penalties and damages collected pursuant to the following statutes:
(A)Chapter 221, part 4 of this title, relative to subsurface sewage disposal;
(B)The Tennessee Safe Drinking Water Act of 1983, compiled in chapter 221, part 7 of this title;
(C)The Water Environmental Health Act, compiled in chapter 221, part 9 of this title;
(D)The Wastewater Facilities Act of 1987, compiled in chapter 221, part 10 of this title;
(E)The Radiological Health Service Act, compiled in chapter 202, part 2 of this title
