(a)(1) Notwithstanding another law to the contrary, a health care provider shall provide to a patient or a patient's authorized representative a copy of such patient's medical records within ten (10) working days of receipt of a written request by the patient or the patient's authorized representative. The health care provider may provide a summary of such patient's medical records, at the option of the health care provider, but the provision of a summary does not satisfy the patient's or representative's right to receive, or serve as a substitute for, a full medical record under this subdivision (a)(1).
(2)If a provider fails to comply with subdivision (a)(1), proper notice shall be given to the provider's licensing board or boards, and the provider may be subject to disciplinary action
