(a)Notwithstanding any requirement for the licensure of a medical professional by a health related board listed in § 68-1-101 , a medical professional who has a current license to practice from another state, commonwealth, territory, or the District of Columbia is exempt from the licensure requirements of such boards, if:
(1)The medical professional is an active or reserve member of the armed forces of the United States, a member of the national guard, a civilian employee of the United States department of defense, an authorized personal services contractor under 10 U.S.C. § 1091 , or a healthcare professional otherwise authorized by the department of defense; and (2) The medical professional is engaged in the practice of a medical profession listed in § 68-1-101 through a program in par
