Text
The commissioner of transportation is authorized to promulgate rules not inconsistent with federal law:
(1)Regulating the equipment required for vehicles as a condition to using the system of state highways to assure safety of motorists; and (2) Establishing particular highways upon which commercial motor vehicles may operate.
