§ 55-2-111 — Notice - Manner of giving - Proof by certificate or affidavit

Whenever the department is authorized or required to give any notice under chapters 1-6 of this title, unless a different method of giving notice is otherwise expressly prescribed, notice shall be given either by personal delivery to the person to be notified or by registered mail with return receipt. The giving of notice by registered mail shall be complete upon the receipt by the department of the return receipt card. Proof of the giving of notice in either manner may be made by the certificate of any officer or employee of the department or affidavit of any person over eighteen (18) years of age, naming the person to whom notice was given and specifying the time, place and manner of the giving of notice, except that, where the notice has been given by registered mail, the return receipt
