Text
The commission is vested with those powers and duties necessary and proper to enable it to fully and effectively carry out the provisions and objectives of this part, including, but not limited to:
(1)The authority to promulgate reasonable substantive and procedural rules as they relate to the operation of this part and pursuant to the Uniform Administrative Procedures Act, compiled in title 4, chapter 5; and (2) The authority to prescribe all forms to be used by the commission in the transaction of its business including application, license, compliance, and financial forms.
