Text

(a)(1) The board of regents and each state university board shall establish a program whereby each of their respective institutions of higher education providing dormitory facilities and cafeteria services shall offer a room plan whereby students may pay for use of the facilities and services on a monthly basis.
(2)Any increase in funds necessary to fund the administration of the program shall be charged as a special service charge to students participating in the program.
(b)The board of regents and each state university board shall promulgate rules and regulations in accordance with the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, which:
(1)Require the room deposit of any student participating in the program to be retained until the end of the quarter, semes
